What is going on with the sewage system building in Avalon?

Avalon - What is going on with the sewage system building in Avalon? It's a complete mess and has a very foul odor that is encompassing streets all the way from 30th -40th. It's so gross. I believe there has there been no completion of this project. It's truly disgusting and an embarrassment. Can anyone shed some light on why this mess cant be corrected ? It has actually gotten worse.
