Avalon - A two-month moratorium on new "high noise" outdoor construction such as excavation, pile driving, and framing is not unreasonable. There are already constraints on demolition. Used to be demolitions happened in the fall, followed by site prep, piling and foundations, framing and wrapping. The bulk of the outdoor work was done by the time cold weather set in, so indoor work could go on during the winter. No more. In the almighty pursuit of the buck, anything goes. God forbid the borough might miss out on a higher ratable, or somebody might not have their "McMansion" in time for their birthday.
