That's because people - some, anyway - will simply reduce the amount of their tips, leaving workers in the same place as they were before. A better approach is to lower taxes for lower-income and middle-income workers and seniors, and raise taxes on millionaires and billionaires and billionaire corporations, all of whom can certainly afford to pay more without putting them in the poor house.
