Why didn't a letter come from the mayor's office advising all taxpayers what the options were and put it out to bid? Only benefit was to ACE. Property owners should have been given opportunity to subsidize underground wires. Also what was described was a far cry from what was erected. Planning board needs to start making the right decisions.
