No, gun-control laws are designed to keep guns out of the hands of those who should have them. As for Chicago's gun-violence problem, the Spouter has apparently been asleep at the wheel. The city's problem is precisely because surrounding jurisdictions do NOT have effective gun-control laws and guns flood Chicago from those areas.
