Avalon - Regarding spouts about pumps and poor drainage on Avalon's north end, perhaps the problem is overdevelopment. Houses that are too big, too many swimming pools, vast, impervious surfaces and not enough landscaping; rainwater can't percolate and flooding is the result. Time for Avalon to revisit the zoning code and make some forward-thinking adjustments.
