In our neighborhood, a builder built a new house with total cove

Avalon - In our neighborhood, a builder built a new house with total coverage of the huge house, garage, concrete sidewalks, concrete driveway, concrete, pool decks, and elevated pool. Of course, the elevated pool is against code, as is the enormous amount of concrete. We, neighbors, told said builder that we did not have a water runoff/flooding problem, when he was doing all of this disruptive construction, and told him that he should abide by Avalon's laws. He and his customer do not have a water problem, but all five of us now can't walk in our yards after a rain. Zoning?
