Avalon - OK, for some reason the police aren't allowed to charge rowdy teens with anything. Not underage drinking, property damage, smoking pot, disturbing the peace. Why can't the police take them to the police station and make them call an adult to come and get them? The rowdies will be deterred and the parents (visiting and local) will know what the heck there kids have been up to. Trust me, most of the parents of these kids have no idea what their kids are up to.
