Avalon - My understanding is construction trailers can only be parked at or near a site where the contractor is working. Maybe the authorities could investigate the trailer parked on 21st St. just west of 4th Ave. It severely blocks the view for people turning onto 21st from 4th. Local contractors seem to get preferential treatment in Avalon.
