Recovery was well under way when the 1937 recession hit, but war spending soon stabilized the economy. Social security is a retirement program and did nothing to actually ameliorate the actual Depression, and there was no mortgage forgiveness; thousands lost homes. The New Deal was based on increased government spending, public works and bolstering unions and wages.
