Avalon - Judges don't decide who to prosecute. Prosecutors do. Judges rule on cases filed by the police and prosecutors. Prosecutors are supposed to decide what cases to prosecute or not; that is their function by law. Unfortunately, many people don't know anything more about the justice system than what they see on TV police shows. Once upon a time, in school, we had a class called 'Civics' that taught us about government and law.
