Trump had the authority to grant clearance to whomever he wishes - and therefore did. It’s pretty telling about Ivanka’s position in the White House that both herself and her husband were recommended against obtaining clearance, and were given it directly by Trump himself. Yes, it’s nepotistic, and no, neither of them were granted such clearance by the White House staff that vetted them for security clearance.
