Avalon - If citations are issued for overgrowth vegetation and every property owner is treated the same and the sanitation code requires all exterior property to be maintained in a clean fashion (all of which was quoted in the Philadelphia Inquirer), then how do you explain a property on 22nd St. and Harbor Avenue?
