Avalon - I have read that children riding bikes on the street in N.J. must have helmets. Apparently, that law isn't required in Avalon, as every day, numerous kids are riding bikes on Avalon streets without helmets, and many right in front of police cars. I guess Avalon doesn't have to enforce that law until some kid gets seriously hurt.
