Drove past the contractors parking lot on Dune Drive between 71s

Avalon - Drove past the contractors parking lot on Dune Drive between 71st and 76th streets. Interesting when I call a Borough official they tell me sorry, they have a license plate on the trailer, so they are legal. Their hands are tied. I recently viewed two steel work platforms at the contractors parking area, which are 15 feet or longer, just placed in the street with no license plates on them. My 18-foot boat trailer has legal tags on it. Why can't I park it in the street in front of my house without having a parking violation ticket placed on it?
