Can anyone tell me why the roads in Avalon are such a mess?

Avalon - Can anyone tell me why the roads in Avalon are such a mess? When I drive along Ocean Drive, I feel like I am on a roller coaster and Dune Drive is not much better. I understand that utility work has to be done but when they are finished they only pave half a road. I live a few houses off of Ocean Drive and when the trucks hit the ruts, and I mean RUTS, from the unpaved sections my windows rattle. This town is making a fortune off of record sales of multi million dollar homes so the least they can do is fix the roads. If the road belongs to another entity, then they should fix it.
