Avalon - Avalon putting an impressive electric sign on the Boulevard notifying everyone coming into town that bikes must obey all traffic laws is only half the solution. The other half is vigorous enforcement. Since I haven't seen any change in the behavior of cyclists this summer it seems they aren't bothering with enforcement.
