Avalon - Avalon is in a pickle. The proposed boutique hotel overlay in the B1 Business zone looks like illegal spot zoning. So they decided to open the Master Plan to "review" it for a potential amendment allowing boutique hotels. But changes to the Master Plan require a team, not one guy sent off to do homework and come up with a plan on his own. A Master Plan reflects the vision and the goals of an entire community.
