1 Issue PLUS 1 Issue = HUH?

Avalon - 1 Issue PLUS 1 Issue = HUH? The issue of 2nd owner voting rights is hot at the moment, and justifiably so. Add to this a Spout that indicates (correctly) that a Zoning Board Member in Avalon doesn't even own a property. How can this BE? How can this person, who has no direct financial interest in the Island, sit and decide things that a 2nd homeowners can't? Something seriously wrong in this appointment.
