A Wildwood spouter stated, "...to discredit the individual volunteer while holding him/her to the line of participation, making his/her percentage and when slipping below the numbers set forth by the state for credit toward his/her exemption, their turn out gear is pulled. They are volunteers and as such donate their time. They cannot compete with a paid department and should not have to." This illustrates a significant problem whether volunteer or paid; I don't want someone who is a casual, untrained member responding to my house. There are good reasons for standards for both.
