The Spouter is not correct that Biden said a "minor incursion" of Ukraine by Russia would be OK. Biden instead suggested that there would be a split among NATO members on how to respond if Putin sent troops across the Ukraine border - an action Biden irresponsibly referred to as a "minor incursion". That's obviously not the same thing as saying such an incursion would be OK.
