The Biden administration's action with regard to the WHO is intended to strengthen countries' reporting measures on public health events. And according to Lawrence Goslin, director of Georgetown University's WHO Collaborating Center on National and Global Health Law, the Biden agreement does NOT allow WHO to dictate national health policy or create binding law in the U.S. or any nation.
