Underground cables' cost of insulated cable and excavation are so much higher than overhead construction. We are not paying for the upgrade for the new poles but would be taxed heavily for years if we went underground. Also, faults in buried transmission lines take longer to locate and do repairs. That means you would be without electric for much longer periods of time.
