The Republican Party is never going to reform immigration. The party's leaders have decided that immigration is something you can talk about, use as an electoral wedge issue, "say" you are gonna build a wall, or bang your fist about it. But there is never an attempt to actually make policy on it, at least not anything that resembles the "reform" we've been promised for years. The "Immigration Reform and Control Act of 1986" was passed through Congress and was signed by Reagan, was the biggest attempt, but it was a failure.
