Not sure what is up with the parks and recreation area at 39TH to 40Th streets but the grounds keeping is horrific at best. The grass ia bout a foot high, plants are covered in weeds and clearly it is a party area at night because the grounds by the shrubbery are covered in empty beer cans. Not up to Avalon standards by far!
