Just saw a copy of the RFP for a consultant to analyze Avalon's business district and help plan for the future. At least that's why council approved exploring a consultant. Only problem is the RFP requests a Planning Study to incorporate Boutique Hotels within a portion of the Business district. Feels like a forgone conclusion, and certainly not a comprehensive, forward-thinking overview.
