IF anyone doubts how poorly Avalon is managed, just look at our terrible roads. Just after they paved one of the main streets--it was bumpy for 10 years--they tore it up every 20' and it is like a waffleboard again. The few side streets that are being repaved have been torn up for 3 months, and won't be finished for one more month. Watch what is being done and how they do it some day for an hour. You will never see anything more inefficient in your life. Extreme waste of money.
