I wonder just what a young lifeguard did to get assigned to guard the landward end of the 8th Street jetty over 200 meters from the ocean? As a taxpayer in Avalon, I'm not too sure this is valid use of my money. Did the rocks need protection? If he did something dumb, perhaps a day off without pay would be more appropriate and save the taxpayers' dollars.
