FEMA will deny disaster relief funds to states whose governors deny global warming. Because of their head-in-the-sand mentality, those governors refuse to take steps to mitigate damage caused by storms and floods whose intensity is increased by global warming. As a result, when those states experience such storms and floods, they suffer greater damage than they would if precautionary measures had been taken. FEMA's action is proper and acceptable. There's no reason taxpayers should have to foot the bill for the stupidity of global-warming-denying governors.
