Avalon

Avalon is allowing major redevelopment of the property at 30th Street and Dune Drive. The new building will be "mixed use". This will allow for commercial use on the first floor and residential use on the 2nd and 3rd floors. The developer is advertising luxury condos. How does this meet the Borough's COAH obligation settlement with the state? There will be a gain of more than 5 residential units. Does the developer have to designate 20% of the units listed for sale as low income housing per the settlement Borough continues to ignore its obligations under the settlement?
