An old fella came onto the NWW beach during regular hours, unleashed his dog and let it run ahead of him. A lifeguard told him to get the dog off the beach. He left (still unleashed). Next day, he’s back and does the same thing, but the guard ignored him. It ran up to another dog (which also shouldn’t have been there) and the barking commenced.
