What is the town doing about people who let their dogs run free

Woodbine - What is the town doing about people who let their dogs run free and poop on their neighbor's property? There is a vicious dog that will go after people if they try to tell it to go away. The people never pick up their dog's poop. I try to keep my property neat and I hate having to pick up after their dog. I also don't think this dog has a license and it seems the dog is always pregnant.
