Just wondering why some of the toll collectors make no eye conta

Cape May Beach - Just wondering why some of the toll collectors make no eye contact, never smile, or say thank you. Whoever is in charge should have people go through a booth and see. Also, workers on their phones and talking amongst themselves and waiting on customers is very annoying to them.
