Recently while eating outside an establishment my group witnesse

Stone Harbor - Recently while eating outside an establishment my group witnessed a shop owner walking his dog across from us. The dog stopped and decided to pee on a potted plant at the doorstep of that establishment. We watched this owner see the dog start "his business" and continue watching him do it for a full minute, meaning there was no attempt whatsoever to stop the dog. This was within 6 feet of a family eating. Appalling for anyone, let alone a shop owner.
