What is it with these loud, mediocre, not-too-old cars?

Villas - What is it with these loud, mediocre, not-too-old cars? Is it considered cool or is it people just can't afford to fix them? I can understand Harleys or street rods being loud since they are cool, but I should think people would be embarrassed with a loud, nothing-special vehicle.
