Vehicles that have the right of way with an uncontrolled intersection do not have to stop for people walking in the roadway. If a person is in the crosswalk then, of course, the vehicle must stop. I have never seen so many people just walk into traffic and expect everyone to just stop. Someone is going to get killed and it won't be the driver's fault.
