Why would the town authorize one of the sides of the 59th Street

Sea Isle City - Why would the town authorize one of the sides of the 59th Street city dock (the busiest dock in town) to be partitioned off for the privacy of the house next door? Not only is this a blatant abuse of power, but it's also a total disregard for the town's needs.
