North Cape May - Why is a junkie being monitored via ankle bracelet allowed to continue to wreak havoc on the streets still? I know that he is a criminal who has been caught stealing from homes, shoplifting, breaking into homes and businesses, shooting up, and prostitution. And every time police are called, they find out he's monitored. We get "couldn't be him." Well, it is. It's on camera.
