Swainton - Trump has stated many times that he will not telegraph in advance military actions he orders as commander-in-chief, yet he did just that with Russia, notifying them repeatedly before he attacked a Syrian air base that was the source for chemical bombings by Syrian aircraft. Trump's helter-skelter approach is even more perplexing because Secretary of State Tillerson is now on record stating that Russia was either "complicit or incompetent" in removing chemical weapons from Bashar al-Assad as they had promised to do in 2013. If Russia was non-compliant or enabling Assad, why would we notify them?
