Does anyone know why the Borough of Avalon permits a certain rea

Avalon - Does anyone know why the Borough of Avalon permits a certain real estate agent to park his fancy car on the sidewalk right by the doors to his office and to use the corner cutout intended for access for the disabled as his personal driveway? Anyone else who parked on the sidewalk would surely get a summons!
