Court House - To the spouter complaining about the NWPD not arresting for an assault that did not occur in their presence, despite video evidence: This is not a rule that was established by the police but rather part of a state law. Simple assault is considered a disorderly persons offense, commonly known as a misdemeanor. Police cannot arrest for DP offenses unless it occurred in their presence. The only exceptions are shoplifting, theft of library materials or domestic violence. The officer was correct as an arrest would have been illegal. Police don't make the laws, they only enforce.
