Many weekend residents leave their trash cans out during the wee

Lower Township - Many weekend residents leave their trash cans out during the week for trash collection. I understand wanting to get the trash out of the house, but it puts a burden on other neighbors to collect blowing cans from the street. I don't understand why these folks don't take their trash with them and put it out at home? Most trash today is only paper, etc., as garbage goes down the disposal.
