Enforce the current laws and ticket people who take shopping car

Rio Grande - Enforce the current laws and ticket people who take shopping carts out of the stores' parking lots. Why should these retailers be forced to spend thousands of dollars on electronic scanners when they are the victims? It's stealing and it's wrong (and illegal). Without enforcement, you get what we have now - shopping carts all over Rio Grande because people know the police won't do anything.
