Can city employees go from one department to another and collect

Wildwood - Can city employees go from one department to another and collect multiple pensions? If so, does it cost the taxpayer more than if he stayed at the original department? Have 401ks been suggested vs. pensions? How much does it cost to educate each student in the grade school and high school? When was the last time an independent auditor gave us advice on how to reduce costs and ultimately taxes? I would like the administration to answer these questions because my taxes are the highest they have ever been but my home's value has depreciated by about 23 percent.
