Can someone please tell me why the street lights are either very

Sea Isle City - Can someone please tell me why the street lights are either very dim or not on at all throughout the town, especially on Landis Avenue? Trying to drive through Townsend's Inlet towards JFK Blvd. is extremely scary in the evening and so dark. I could barely make out the people riding their bikes in the street recently. Is SIC too broke to replace lightbulbs?
