North Wildwood - A spouter suggested that North Wildwood City employees who don't stop what they're doing when the national anthem is played at 11 a.m. on the Boardwalk are "exempt from the rules." Can someone please explain what these "rules" are? Are they mandatory, municipal or state rules, or are they optional suggestions for respect?
