Cape May County - When surfers enter the ocean they should NOT be required to possess a beach tag. In fact, most surfers have way more ocean experience than the average lifeguard, plus they show up with their own personal safety device. If they are setting up for the day and using services, then a beach tag should be purchased, otherwise charge those individuals that are baking their skin assuring dermatologists stay in business.
