I'm reading MTRAC for CM Council meeting and I get each merchant

Cape May - I'm reading MTRAC for CM Council meeting and I get each merchant should have the correct amount of seating. My question is around the mall how do you equate the parking for each merchant? People park at the mall and aren't even shopping /eating on the mall. Heck, the ACME parking lot is filled to capacity and no one that needs to go into ACME can get a parking spot. So how can anyone on the mall be charged for spots when they are not designated to any one particular merchant?
