What happened to the guys who used to do a great job of walking

Sea Isle City - What happened to the guys who used to do a great job of walking around cleaning the trash from along the curbs? They are nowhere to be seen this season. On a recent outing with family, we walked from 54th Street to JFK Blvd. We could never remember seeing so much trash in the streets! I can't imagine how it must look after a Friday or Saturday night!
