I saw the spout about the off duty police officer with the shopp

West Wildwood - I saw the spout about the off duty police officer with the shopping cart hitting the person at the acme. How come the precinct chief inspector allows them to drive those motorized bikes around? They are a bigger threat then shopping carts but I do understand the concern.
